Unusual Challenge to Overcome

With public sentiment against crime running high, there is more than apathy towards prison involvement that must be overcome:  there is outright community hostility which focuses on crime and is enhanced by constant media attention from the immediate area, and reported from across the country.  Prisoners are human beings.
